Test Notification Emails

We have added the ability to send a test Notification Email. When you click on each Notification email, at the bottom of the edit page you will see this (if at least one recipient is enabled):

We have added the capability for races to do text messaging with their participants. This can be useful for emergency situations such as delaying the race due to lightning.
